Tom Combs
EFS Network Partner
Tom Combs is a Network Partner with EnFocus Strategies. Tom leads Tom Combs & Associates, which specializes in working with clients on local, state, and federal contract negotiations. He has helped over 500 companies win hundreds of millions of dollars in new business. In the last 10 years alone, he has assisted businesses of all sizes to secure over $250 million in government contracts through one-on-one consulting and a series of nationwide workshops.
As a result of Tom’s extensive career experience, he has gained a unique perspective around focus areas such as governmental relations & contracting, minority, women, and disadvantaged contractor outreach programs and contracting, and housing. Tom previously served as the Vice President of Governmental Affairs and Regional Manager for DRC Emergency Services and was the Texas and Oklahoma, and Emergency Housing Coordinator. He joined the DRC team on a consulting basis in 2002 bringing over 25 years “hands-on” housing experience.
Previously, he spent over 10 years in elected public office as a City Councilman and Mayor Pro Tem in Beaumont, Texas. In that capacity, he served as liaison to the Beaumont Housing Authority and as President of the Innovative Housing Corporation. Tom also held the position of Homeless Programs and AIDS Housing Coordinator for the City of Houston. In this position, he directly supervised, coordinated and monitored over 30 million dollars in temporary, transitional, and permanent housing construction and operations contracts. In addition, Tom was elected to the County School Board at the age of 20 where he served for eight years.
Tom served as District Director and Chief of Staff for two members of Congress where he personally directed all housing-related activities and served as a liaison between the congressional offices, the various cities, and the Department of Housing and Urban Development (HUD). Additionally, he was the Director of Public-Private Partnerships for the chamber of commerce.
Tom was the Co-Founder of a nonprofit organization, which was the second of its kind, in the U.S. with a mission to help small businesses secure government contracts.
Rodrigo Herrera

Rodrigo Herrera, Ph.D., is a strategy consultant with over twenty years of demonstrated achievement focusing on corporate strategy development, business transformation, talent management, operations improvement, and cost-reduction. He has built a career around helping organizations and individuals achieve more than even they believe is possible. His record of enabling greater success is founded on removing barriers to performance and building capability around natural strengths at all levels of an organization.
For over twenty years, Rodrigo has served clients in the energy, construction, utilities, logistics, software, insurance, and telecommunications companies as well as in government and non-profit organizations. He is highly effective at developing cross-organizational collaboration and relationships in national and international settings with a proven record of generating tangible results.
Rodrigo’s strategy consulting experience began at McKinsey and Co. Later, he was part of the founding class at the Houston office of Katzenbach Partners, and a Principal and Core Team member of the Leadership, Change and Organization practice at A.T. Kearney. He has helped clients achieve breakthroughs in transformation management, sales force effectiveness, operations efficiency, leadership pipeline acceleration, and new product development. In the non-profit sector, Rodrigo served as the Chief Talent Officer for an education non-profit KIPP Houston with 20 schools with a focus on change management, leadership development, employee engagement, executive effectiveness, and talent strategy.
The common thread throughout his experience is a focus on data-driven analysis combined with a deep awareness of how human capital issues and processes intersect to drive performance.
Rodrigo completed his Bachelor’s degree at Duke University and holds a Ph.D. from the University of Texas at Austin.
